Board of Zoning Appeals
The Board of Zoning Appeals is a 5-member body responsible for hearing appeals from individuals who are requesting exceptions or variations for City Ordinances in regard to land use and building requirements or from individuals who are questioning the appropriateness of orders made by City officials
Economic Development
The Economic Development team provides technical assistance, creative financing and educational opportunities that will ensure a vibrant economic future for the region.
The department's professional staff works with local councilpersons, community development corporations, business leaders, small business owners, entrepreneurs and Greater Clevelanders seeking employment.
The Department of Economic Development has several specialized functions:
Public Service
This department performs a myriad of services, including inspecting, repairing, maintaining and planning improvements for public roadways, bridges and sidewalks; planning, repairing and operating bridges and viaducts; constructing public buildings; making and preserving surveys, maps, plans, drawings and estimates for public work; street cleaning- including ice and snow removal; leaf pick-up, collecting and disposing of solid waste; and granting permits for use of the City’s public rights of way
Permits
CITY OF CLEVELAND - DEPARTMENT OF BUILDING AND HOUSING
You can now download certain permit application forms required for submission to the Division of Building & Housing. After you've printed the forms, review the submission requirements and the fee schedules. When you've completed the permit application, bring it and your check (payable to City of Cleveland) to Room 505, City Hall, 601 Lakeside Avenue, Cleveland, Ohio 44114 for approval and processing.

Mayor's Office of Equal Opportunity
Major functions include:
- certification of businesses as local, minority, or female-owned
- evaluation of City contracts related to use of minority and female businesses, employees, and local companies
- determination of goals and requirements for City Contracts
- monitoring of contractor's compliance with various contract requirements
- training and information for contractors and potential contractors
- investigation and penalty imposition for failure to comply with OEO programs
- development and technical support for target businesses
Minority-Owned, Female-Owned and Small Business Open Houses
216.664.2620 - Weekdays 8 am to 5 pm
On the first Tuesday of every month from 9:30 am to 12:30 pm, the City of Cleveland’s Division of Purchasing and Supplies hosts open houses for minority owned, female owned and Cleveland small businesses. The purpose of these open houses is to educate attendees on how to compete for City business.
Participants receive a tour of the Bid Room and meet one-on-one with City Buyers assigned to purchase their type of products.
