Cleveland Industrial Retention Initiative To a great degree, WIRE-Net’s success and influence lies in its much-applauded grass-roots connection to the manufacturing businesses that populate the industrial streets of northeast Ohio.  The Cleveland Industrial Retention Initiative (CIRI) is an integral part of Cleveland Mayor Frank Jackson’s plan to use CIRI Industrial Development Managers as an outreach arm to the manufacturing community.  The Managers, organized by region, make plant visits and offer  help and resources to solve concerns the owners may have.  CIRI Managers provide answers and intervention in the following areas: utilities, permits, safety and security public financing and financial incentives infrastructure issues Real Estate selection, development plant floor operations improvement workforce recruiting, training, and development environmental and other compliances
